Loan Rules
  • Library membership cards must be produced when borrowing library materials. Members must check that all library materials in their possession have been properly issued to them before leaving the library.
  • Borrowers are responsible for all materials charged out on their card.
  • Borrowers must return or renew library materials when due. The date due is reflected on the date due slips attached to the library materials or on the receipt from the Self-Check Machine.
  • All library materials are deemed to be on loan until the loans are cancelled by the Library.
  • Borrowers will be held responsible for any library materials found mutilated. They must check for and report any mutilations before borrowing them.
  • Library materials lost or damaged must be paid or replaced by borrowers.
  • Although academic/administrative staff are exempted from overdue fines, library materials not returned within 28 days after they are due will be considered lost and a bill for replacement costs will be sent automatically by the system.
  • Borrowers must report lost library materials at the Loan Counter immediately. Borrowers are liable to overdue fines (where applicable), calculated from the date due to the date when the lost materials are paid for, or if subsequently found, to the date the book is returned. The cost of replacement for library materials lost, inclusive of fines and surcharge, is not refundable.
  • Any change of personal particulars must be reported to the Loan Counter immediately.
  • Borrowing ceases 30 minutes before closing time.

  • You can check your library account via WebOPAC. Click here for more information.

Reservations
  • A library item that is already on loan may be reserved via the WebOPAC. You will be notified when the item is available. It will be held at the Loan Counter / Automated Disc-Dispensing Machine (ADM) / Media Counter for a period of 7 days from the date of notification. If it is not collected by the stipulated date, the reservation will lapse. Rules and procedures for reservations are available here.

Renewals
  • Except for Red Spot materials and items which have been reserved, all library materials may be renewed twice. Renewals through the telephone will not be accepted. Rules and procedures for renewals are available here.

Recalls
  • All materials are subject to recall. They are to be returned immediately, if needed for course reserve. A borrower who fails to respond promptly to urgent recall requests will be liable for fines at $1.00 per day from recall due date. The loan period of the recalled item is at the discretion of Head/LIBRIS.

Library Notification Of Overdue Items
  • Members will receive library notifications by email. It is the responsibility of members to keep track of the due dates of their loans by checking their records regularly on the WebOPAC. At My Account, you may view / renew items borrowed, cancel requests and check for outstanding fines. Non-receipt of reminder is not a valid reason for waiver of fines, if any.

Fines For Overdue Library Materials
  • Academic and administrative staff are exempted from overdue fines. Non-academic staff are liable for fines levied on overdue library materials (please refer to "Rates of Fines" under Loan Privileges of Library Members).

Lost Materials
  • Borrowers may either pay the full replacement cost of the lost item plus a processing fee of $20 + GST or replace it with a copy (plus processing fee of $20 + GST) that is acceptable to the Library.
    The basic cost of the replacement is determined according to the following schedule:
    Book In-Print:cost of the book as listed in the current bibliographical tools.
    Book Out-of-Print:cost of replacing the item will be calculated based on the intrinsic value of the library material, as estimated by Head/NIE Library and Information Services Centre.
    Single journal issue:cost of back issues as charged by publishers.
    Non-print materials:the Library will determine from appropriate catalogues the cost of replacement for such materials.
    In addition to the basic replacement cost, a surcharge of $20 + GST per item will also be imposed, plus overdue fines, if any.

Loss Of Card
  • Members must report loss of registration/matriculation/library/staff membership cards to the Loan Counter immediately to prevent unauthorised use of their cards. Members are liable for all loans made out in their names until the loss report is made. Replacement cost for lost/damaged card is $20 plus GST. Staff and students must also report the loss to the Human Resource Department (HRD) and the Student and Academic Services (SAS) respectively for replacement purposes.

Book Delivery Service
  • The Book Delivery Service is offered to all NIE staff and students, as well as external members. Users may request circulating library materials to be delivered to them at an off-campus address, any day from Monday to Friday. Requests may be made using an online form. Requests received before 10a.m. will expedite the delivery of materials by 6.00p.m. on the same day. Delivery charges start from $9.15 (inclusive of GST), and the mode of payment is cash on delivery. Interlibrary Loan (Books)
  • Eligible members can request for Interlibrary loan to access publications and books not held by the library. Through interlibrary co-operation, loans from libraries and organisations, local and abroad, are arranged on behalf of the requester.
